Yesterday, President Obama signed the 2010 National Defense Authorization Act into law. The $680 billion appropriation bill was touted as a “must pass” piece of legislation by Senate Democrats, who strategically attached the Matthew Shepard and James Byrd, Jr. Hate Crimes Prevention Act, by a vote of 68-29 last week.
